ENERGY EFFICIENCY PROGRAM - CHOUTRANA ENVIRONMENTAL HUB - PREPARATION OF PRELIMINARY DESIGN STUDIES (APS), DETAILED DESIGN STUDIES (APD) AND ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (EIES)/CAD AND WORKS SUPERVISION


The objective of the consulting services requested here is the development of the preliminary design studies (APS, APD) and environmental impact assessments (EIES) prior to the establishment of the tender documents (DAO) for the rehabilitation work of the Choutrana I wastewater treatment plant. The objectives of the rehabilitation work are, on the one hand, to improve the operating conditions of the wastewater treatment plant and, on the other hand, to optimize its energy efficiency.
The Market aims to assess, identify, study, size and design key technical, environmental and socio-economic elements of the wastewater treatment plant with a view to its rehabilitation.


Mission 1: Start-up Phase: Mission 1 will include (1) the collection and analysis of baseline data, (2) the implementation of a raw water and HIS measurement campaign, and (3) the completion of a comprehensive assessment of the existing situation. The timeframe for completing Mission 1 is 4 months.
Mission 2: APS Study. Mission 2 consists of carrying out an APS including the study of three (3) rehabilitation variances.
Mission 3: Preliminary Design Study: detailed study of the option selected at the preliminary design stage with a level of detail allowing for the development of a "Shopping List" type tender document. The completion time for Mission 3 is 6 months.
Mission 4: EIA: In parallel with the completion of Missions 2 and 3, the BIC will conduct an environmental and social impact assessment of the rehabilitation work for the selected option. This study will include standard elements such as public consultation, EIA, and ESMP, as well as a hazard and ATEX study of the selected option, in accordance with Tunisian regulations.
