Hydraulic development - water management and treatment

REALIZATION OF THE OPTIMIZATION STUDY OF THE MANANTALI-GOUINA-FELOU WATERFALL


The objective of the Management Optimization Study of the Manantali, Gouina and Félou cascade facilities is to provide SOGEM with the scientific basis for an adequate management of its current and future power generation and transmission facilities, in the context of the interconnection of the Manantali Interconnected System (RIMA) and the OMVS Interconnected System (RIO) to the entire West African Power Pool (WAPP) system

The study includes the following components:

Component 1: Optimization study of the management of the cascade of hydroelectric developments of Manantali, Gouina et Félou ;
This component aims to:
1. To improve the knowledge of the functioning of the hydraulic system of the upper Senegal River basin (upstream of Bakel) by taking into account the existing developments (in particular the Manantali and Felou developments) and those under construction (Gouina) as well as the planned dams and hydroelectric power plants (Koukoutamba-Balassa-Boureya and Gourbassi);
2. To provide SOGEM with operating instructions for dam and hydroelectric power plant reservoirs, allowing for better economic use of water resources in terms of electricity production, regulation of the Senegal River regime, satisfaction of the needs of irrigated agriculture, navigation on the Senegal River, preservation and protection of the environment, domestic uses, and water supply urban and rural populations
3. To provide SOGEM with the necessary instructions for an optimized operation of the OMVS dams and hydroelectric power plants in the various development configurations (cascade developments, developments on different rivers, etc.) with the aim of maximizing the production of the RIMA hydroelectric power plants. By taking into account on the one hand the configuration of the electric network including the production units, the High Voltage substations and the High Voltage lines and on the other hand the data of the demand and the constraints (hydraulic at the level of the hydrological stations or of the works, programmed and/or random unavailability at the level of the production units, the lines and the substations, etc.) ;
4. To provide SOGEM with the computer tools (equipment and software) to adequately manage and operate the RIO's production and transportation resources in accordance with its evolution.

Component 2: Study of revitalization and maintenance in perennial water of the marigot of Lontou;
It is a question of carrying out the studies necessary for a durable solution for the securing of the supply of the marigot of Lontou
The Lontou marigot is a watercourse with a seasonal regime, fed in winter by runoff from the surrounding basin which it drains towards the Senegal River and dry in the dry season. It flows into the Senegal River upstream of the Félou hydroelectric scheme. This marigot is the source of water for market gardening and other activities practiced by the villagers. In the opinion of the people of Lontou, the commissioning of the Félou hydroelectric scheme would have had the following consequences, among others
the disruption of the water supply to the Lontou marigot.

Component 3: Flood protection study of the villages of Lontou and Bangassi and the areas
surrounding
It is a question of carrying out the studies necessary for a durable solution for the protection of the villages of Lontou and Bangassi against floods: since the beginning of the construction work of the Félou development, important floods were recorded in the zone on several occasions. They have caused partial flooding of the localities of Lontou and Bangassi, located in the immediate vicinity of the headworks of the Félou hydroelectric complex. In the opinion of the population, the commissioning of the Félou hydroelectric development would be the cause of a change in the hydrological regime of the area which would have caused these floods.
