At the heart of Tunisia's national strategy for water security is the Program to Strengthen Water Transfer from the North to Greater Tunis, Cap Bon, the Sahel and Sfax represents a vital project for nearly 6 million inhabitants, or half of the country's total population. The program contains 7 components:
1. Saïda and Kalaa Kebira Reservoirs
2. Systems related to the Saïda reservoir
3. Systems related to the Kalaa Kebira reservoir
4. Transfer of water from the northern part of the Saïda reservoir to Belli (64 km in DN 1800 mm)
5. New processing center for Greater Tunis in Béjaoua
6. Strengthening of the Northern Water Transfer Infrastructure between Belli and the Sahel (100 km in DN 1600 mm)
7. Sahel treatment center, with associated connection, storage and pumping facilities.
In addition to managing the two main components of this project, namely the two dam-reservoirs of Kalaa and Saida, CONCEPT led the mission to develop the Environmental and Social Management Framework (ESMF) for the entire program. The services provided consisted of the following:
Mission I:
Evaluation environnementale et sociale et procédures applicables au Programme.
Analyse des risques de rupture de digue au sein des retenues de Saïda et de Kalâa.
Mission II :
Development of a Resettlement Policy Framework.
Formulation of the Stakeholder Engagement Plan.
Implementation and Monitoring of the CGES.
In consortium with BRLi, the project resulted in the establishment of a robust framework for environmental and social impact assessments, ensuring the project's sustainability and social responsibility. Our objective is to develop resilient hydraulic infrastructure to sustainably strengthen water security in these strategic regions.
This large-scale project was just completed in November 2025.
